Your Specific Responsibilities:

This is highly responsible work supervising clinic front desk, eligibility, and medical records staff for the Florida Department of Health in Osceola. The incumbent will assist health department management in a variety of administrative matters in the areas of fiscal, personnel, purchasing, billing, and statistical data gathering. Responsible for the supervision of staff including appraisals, planning, and directing their work, approving leave, having the authority for hiring, and taking disciplinary action or effectively recommending such actions. This position spends more than 50% of the time engaged in supervisory responsibilities. This includes communicating with, motivating, training, and evaluating employees in addition to planning and directing employees’ work. The incumbent has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action. The incumbent will also be required to develop performance expectations, meet with staff regularly to discuss performance, complete performance reviews, maintain vacation and work schedules, ensuring proper coverage and complete timesheets.

Uses knowledge of office/billing procedures and practices, provides oversight of personnel, clinic scheduling, fiscal collections, eligibility verification, and check-out billing. Plans and documents workloads, workflows, and work objectives with employees. Directs the work of staff to ensure maximum use of time and resources. Coordinates and implements training for employees regarding statutes, rules, regulations, policies, and procedures to maintain day-to-day clinic operations.

Responsible for all aspects of the maintenance of patient records including securing, accumulating, processing, preserving, retrieving, and controlling distribution of individual patient health records. Organizes and maintains approved filing/scanning system for patient records and clinic forms. Responsible for ensuring purging and preparing of patient records for destruction and/or archive per state regulations.

Conducts supply inventory and submits requisitions through MyFloridaMarketplace (MFMP) to ensure staff have supplies to carry out their job duties. Approves requisitions submitted by staff.

Provides coverage to the unit in the absence of employees.

Reports the status of clinic support programs during monthly Leadership meetings. Meets regularly with the supervisor and assists in planning, developing, and maintaining all related public health programs and issues. Collects and analyzes data to provide daily, monthly, and annual reports and recommends solutions or courses of action. Assists in the establishment, review, and updating of procedures affecting areas of supervision.

Performs as the Records Management Liaison Officer (RMLO) as outlined in DOHP250-6-18 Records Management policy, to control, manage, and dispose of both paper and electronic records that support Department programs, operations, and accomplishments.

Performs other duties as required.

Information custodian responsibilities include maintaining information in accordance with state and federal statutes, rules, regulations and Department of Health Security Policy 3 and associated Protocols and Procedures as it relates to information custodian, Delegation of Authority. This responsibility is to be adhered to 100% of the time.

Required Knowledge, Skills, and Abilities:

Ability to effectively manage clerical/clinical (administrative) and support staff and ability to determine work priorities, assign work and insure proper completion of work assignments. Ability to communicate effectively verbally and in writing and ability to apply rules, regulations, policies and procedures relating to the health department. Ability to review information for completeness and ability to communicate well with the public and maintain effective working relationships with co-workers. Experience in managing physician or clinic practice and experience in managing and developing budgets.

Qualifications:

Minimum -

  • At least one year of verifiable experience supervising or leading a medical office front desk or medical records department

  • Willing to perform emergency duties before, during and/or beyond normal business hours and/or day in the event of an emergency, disaster, or threat of disaster man-made or natural

    Preferred -

  • Minimum of one year of verifiable fundamental experience in managing or assisting with budget or fiscal responsibilities

  • Comprehensive knowledge and a minimum of one year of verifiable experience in maintaining patients' medical records, including ensuring their security
