This position coordinates the scope, needs, and requirements for departmental transportation infrastructure projects with customers who may include citizens, civic leagues, outside agencies, other city departments, and other stakeholders. The Civil Engineer II will be responsible for completing projects on schedule, within budget, and to the highest degree of quality while meeting local, state, and federal guidelines.

Essential Functions

Project Development/Design Project Management: Oversees the project scoping and design process for state and federally funded VDOT locally administered transportation projects, including:

  • Coordinating with VDOT Urban Program staff to meet project scoping, documentation, and oversight requirements.

  • Creating and maintaining projects in the City’s project management software.

  • Participating in consultant procurement, including development of RFP and contract provisions in accordance with federal and state procurement and civil rights requirements, consultant selection, and coordinating VDOT Pre-Award Audits.

  • Reviewing fee proposals and issuing and administering consultant task orders

  • Managing of project design budget and schedule.

  • Coordinating transportation design studies and development of construction plans.

  • Performing technical and constructability reviews of construction design calculations, plans, specifications, construction cost estimates and schedules.

  • Investigating design challenges and developing engineering solutions.

  • Overseeing and ensuring compliance with federal and state environmental requirements, including documentation, environmental agency coordination and permitting.

  • Coordinating federal and state public involvement and right-of-way acquisition requirements as applicable for transportation projects.

  • Preparing public informational materials.

Construction Management: Oversees advertisement and construction of state and federally funded VDOT locally administered transportation projects, including:

  • Contractor procurements, in accordance with federal and state procurement and civil rights requirements, including:

  • Preparation of contract documents for bid advertisements, including obtaining required VDOT review and approval.

  • Coordination of construction contract award, including VDOT award recommendation package (recommendation letter, bid analysis, and other required documentation).

  • Coordinating with VDOT Urban Program and Construction Administration staff to meet project documentation, civil rights/disadvantaged business enterprises, quality assurance/quality control and oversight requirements.

  • Administrating construction contracts and consultant task orders for inspections and construction engineering services.

  • Scheduling and chairing pre-construction conferences and construction progress meetings.

  • Managing construction budget and schedule.

  • Assigning tasks to construction inspectors and reviewing construction project activities and documentation.

  • Processing construction invoices.

  • Reviewing and/or coordinating review of construction submittals and requests for information.

  • Negotiating and preparing change orders, including submittal of VDOT Conceptual Approval Requests.

  • Overseeing and ensuring compliance with federal and state environmental monitoring and permitting requirements.

  • Overseeing and ensuring compliance with federal and state materials requirements.

  • Performing site visits and construction inspections.

  • Informing the public, stakeholders and other agencies of construction impacts and progress.

  • Participating in VDOT LAP reviews and VDOT/FHWA audits.

Coordinates with and assists multiple private and public utility companies within project limits; manages relocations, replacement, and adjustments to utilities on a project; coordinates with City departments, such as Operations and Utilities, to evaluate City infrastructure during the project.

Assists other divisions with VDOT requirements and processes.

Funding Applications: Prepares funding applications for projects through state and federal transportation grant programs, including:

  • Understanding and educating others on requirements, deadlines, limits, local matches, and changes to the various VDOT funding programs.

  • Coordination within the Transportation Division and in other divisions, departments, and stakeholders within the City of Norfolk.

  • Review and/or preparation of transportation capacity and safety needs studies to identify potential transportation projects for state and federal funding applications.

  • Preparation of funding applications, including data collection and analysis.

  • Preparation of conceptual designs for transportation, traffic signal, and complete streets improvements.

  • Preparation of pre-scoping cost estimates and schedules as necessary for funding applications.

  • Coordination and preparation of materials to meet public involvement requirements for funding applications.

Education/Experience

Work requires broad knowledge in a general professional or technical field. Knowledge is normally acquired through four years of college resulting in a bachelor's degree or equivalent.

Required:

  • Two years of experience.

Preferred:

  • Bachelor’s Degree and/or master’s degree- Area of concentration preferred Civil Engineering.

  • Virginia Department of Transportation experience is preferred with certifications in work zone and construction management.

Additional Information & Requirements

  • Valid Driver's License may be required depending on assignment.

  • Engineer In Training (EIT) Certification or equivalent required.

Work Schedule: 8:30 am – 5:00PM (Monday – Friday) 40 hrs./wk.

Signing Bonus: This position is eligible for a $5,000 signing bonus.

  • Regular full-time and permanent part-time employees may receive paid holidays, vacation and sick leave, employer paid pension plan, basic life insurance, voluntary participation in medical and dental, Section 457 deferred compensation, long-term disability, optional life insurance for self, spouse and children, medical and dependent care reimbursement plans, access to membership in credit union and employer provided parking.

  • Special project/grant employees are generally eligible for the same benefits of regular full-time employees; however, retirement, life insurance and participation in health plans vary depending upon funding and authorization.

  • Temporary/seasonal and part-time employees are generally only eligible for employer provided parking and access to membership in credit union.

  • Retirement

    If you are hired October 5, 2010, or after to a position with City of Norfolk Retirement System benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.

    If you are hired January 1, 2022, or after to a position with Virginia Retirement System (VRS) benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.

  • The Tuition Assistance Program is established to encourage employees toward continued self-development and education. Permanent full-time and permanent part-time classified, unclassified permanent, full-time special projects, and constitutional employees who have completed six months continuous service will be eligible to apply. The applicant’s school of enrollment must be an accredited institution.
